Water that rises from outside carries the neighborhood in with it, and cleanup has to respect that. Porous materials that soaked in surge or river water generally come out rather than dry in place, contact surfaces get cleaned and treated, and the crew doing it should be equipped for contaminated water, not just wet carpet.
The paperwork is half the job.
